The Rato CG250 (RW167FMM) is a 229.2 ml (13.9 cu-in) single-cylinder air-cooled 4-stroke internal combustion vertical motorcycle engine from Rato CG-series, manufactured by Chongqing RATO Holding (Group) CO., LTD.
The Rato CG250 engine uses rocker arm of cast iron and tappet of aluminum alloy; capacitance discharge ignition system and electric or kick start. The engine is equipped with a 5-speed gearbox.
The engine cylinder bore is 67 mm (2.64 in) and piston stroke is 65 mm (2.56 in). The CG250 (RW167FMM) produced 14.7 PS (10.8 kW; 14.5 HP) at 6,500 rpm of maximum horsepower and 16.5 N·m (1.68 kg·m, 12.17 ft·lb) at 5,500 rpm of torque.

What its maximun speed
This engine is used on the Janus Motorcycles and can achieve around 70 mph if you use the same sprockets front and rear (and assuming the bike frame is about the same weight, a heavier/lighter framed vehicle will affect performance. I’m 275 lbs, a lighter individual may be able to achieve a higher speed.
